You’ll need to take on the Miner Miracles quest, for which level 25 is recommended, and the lowest-level Excavator Power Armor set you can craft requires you to be level 25 in order to use it.

During the Miner Miracles quest you’ll be able to access a terminal in the Garrahan Mining Headquarters, deep within the R&D section. Once on the terminal, you can browse through the options, and you’ll inevitably find one which allows you to download the full schematics for the Excavator Power Armor set.
